Currently we can only set a valve on a per web app basis (using jboss-web.xml). The
SingleSignOn valve caches the authenticated sessions in a per instance map so SSO
doesn't work across web apps.

We need to validate the Apache SSO Valve in AS7.
We need a wiki article that describes the setup for the valve. Please see the end of
