Ok what I'll do is rename this issue to "simultaneous connect and state transfer
reorders events". I confirm that this issue is occurring since I have detected it as
well in new unit tests.

Saw a few out-of-sequence block/unblock requests. For instance, saw,
block->unblock->unblock.
