Fix For: 10.0.0.Beta1
Those operations will no more supported in next version of WF. They will stay in MODEL
stage to permit domain administration on older version server, but RUNTIME stage will be
removed and operation will fail.
Also enabled attribute will be updated to maintain consistent behavior
