Currently the model for outbound-connections is outbound-connection=name with a
"type" attribute to distinguish the type and then some other attributes that may
not apply to all types.
I'm switching this to ldap-connection=name, and we should add others as they are
supported.

At the moment the management operations are fairly coarse based on the operations
generated from parsing the XML, these should be enhanced to allow more fine grained
management from the admin clients.
