Do you see this in M3? AFAIK it's not possible to export a single package, you can
download the sources or the binary package which works fine for me in M3. Exporting the
whole repo looks also good.

1) select a package and click Export. Select Save in Save File window. saved file is 0
bytes. Export doesnt work
2) Exported file name is true.zip. It should be the package name instead of true
