Description:
A bundle deployment may be marked as INSTALL only. It will no be resolved as part of the
DUP processing and hence will not have a Module created. The class index relies on a
Module being present and cannot be created for an unresolved bundle deployment.
(Cleanup) DUPs cannot assume that the class index is always there.
