this can perhaps be done better, as the package just has a reference to a rule, and we
"query" out the rules based on the status on request. (by default always looking
at HEAD?)

as packages have references to rules, when a rule is changed/updated, need to have a
method to update packages to use the appropriate version of the rule.
I would expect that most of the time, a package will only want to be updated when a rule
status is changed to "production" for instance.
