I'm just rethinking this - should we really throw a deployment failure for this?
Shouldn't we treat it just like any other disabled subsystem i.e. ignore those
components? For example, if the POJO subsystem isn't installed, I believe we just
ignore the jboss-beans.xml files and don't fail the deployment.
Fail the deployment if CMP beans are present but the CMP subsystem is
not installed

If a cmp deployment is done on a server without CMP installed the EJB subsystem should
detect this and throw an exception
