Btw, still I'm concerning about the situation that locale styles are different among
projects. It seems to work fine now but it looks error-prone to me.
How about standardizing locales to use only <language> part? (like
jbpm-form-modeler)

I think that there wouldn't be an issue by the change. But I don't know if any
locale dependant code exists. You may not want to change at this moment which is close to

As I written in the JIRA, I think Workbench/Designer/Dashboard developers should have an
agreement about locale code (what values should be used). I know that only 'de' is
<language> style while others are <language>_<country> style in
Workbench GWT I18N resources. In dashboard, all are <language> style.

1) The Home Page is definately i18n "aware"; perhaps we've not pulled
the latest from Zanata.
2) The Menus shown in the screen-shot are also i18n "aware"; perhaps

If BPMS/BRMS are not showing any signs of i18n then I suspect the
relevant commits have not been merged.
This is not really surprising, now you've highlighted it, as poor Edson
would not know of any to merge (without a BZ tracking the need).
Could you please raise a BZ and I'll ensure we've fetched the latest
from Zanata, applied to community and liaised with Edson to merge into
product.
To be honest grabbing and merging the latest i18n was last on my list of
things to do (especially for BRMS/BPMS).

but there is no translation. I guess internal product repo hasn't comsumed translated
resources, right?

Then, do we have to take an action to include them in product branch? Shall I file a BZ

Have you tried kie-wb or kie-drools-wb?
Mauricio added some extra configuration to those two distributions (that
in all honesty are the "public" distributions).
drools-wb is more of an internal developer aid (as it's quicker to
develop with than kie-xxx).
If kie-[drools]-wb is OK then I can backport the extra configuration.
