For example, in $JBOSS_HOME/modules/org/apache/cxf/main/module.xml, the xmlns points to  'urn:jboss:module:1.1', then you would need to have the same in your jboss-deployment-structure.xml. Like this, <jboss-deployment-structure xmlns="urn:jboss:deployment-structure:1.1">.
