This is the reason: Looking at the code for the WAR, I can see that it launches an instance of MinaTaskServer. If you look at the code for MinaTaskServer, I believe you will see that it is hard-coded to listen at port 9123. To put this in perspective, I believe this can be considered an example of "by convention" behavior as I believe this port number can be overridden however it doesn't require you to specify it, it will just listen at port 9123 "by convention".
