Funny how nobody can answer this question i thought that was such a basic thing in seam. I was able to find out, that org.jboss.seam.afterPhase happens before the database is queried. because it's the last event shown on screen, i assume it's the RENDER_RESPONSE phase, and if that shows up before the DB was queried, i do believe that there is no chance for the dataTable to display the queried data.
