QE Approval for JBT 4.23.0.AM1 release - main branch is unfrozen

JBoss Tools 4.23.0.AM1 can be released. There are still some critical issues (you can find them in the sign-off document below). These issues do not block the GA release, however as we move towards the next release they could be considered as blockers. The sign-off document can be found here [1]. The main branch is no longer frozen. Studio was not an official part of testing, though it was partially tested. In JBT 4.23.0.Final release there will be no testing performed towards Studio.
