I'm not sure at this point.
Core always runs in-container. If the static analysis stuff will never
require running in-container then it definitely belongs in another
module. But if it sometimes needs to be deployed (maybe to run the
reports?), then core might be a good home for it.
If you are unsure, I'd say leave it in core for now and we'll revisit
the question later when we know what it will be when it's all grown up.
