This is not a functionality problem, but a gui validation issue - you were looking too
deep into a minor bug ;-)
In the gui when setting view and or comment permissions you can set a permission to
comment, but not view. This results in the user not seeing the object that they
technically can comment on. A user can also set neither view or comment. Then when it is
submitted the permission is not created, but there is no message to the use.
I would think a simple validation check in JSF can catch this. At least one permission
must be set, and one must be view.

minor comments:
seamspace example does not validate permission settings.
This means that you can set "comment" permission, but not "view"
permissions. This results in users not able to see the image ;-)
Also you don't have to set view or comment and it will just not create the permission
when you submit - it should probably have an invalid config message.
