This appears to be a bug in the JSF RI - we are just using an |<h:outputLink>|
I know JBoss AS is running a few patch releases behind - so you might want to raise this
on the jsf mailing list before raising an issue.

If I have a component named "käyttäjä", I can see it on the debug page but
clicking on the link goes to
.../debug.seam?name=käyttäjä&cid=1 and the component contents is not listed. The
correct form in this case should be .../debug.seam?name=k%e4ytt%e4j%e4&cid=1
