Ah I understand now :) The "comment" permission (I think I mentioned this
previously?) is really just there for testing purposes - I will rename it to
"foo" so that this becomes less confusing.
I've also added a validation message that displays if the user clicks "new
permission" but doesn't select any permission action.

minor comments:
seamspace example does not validate permission settings.
This means that you can set "comment" permission, but not "view"
permissions. This results in users not able to see the image ;-)
Also you don't have to set view or comment and it will just not create the permission
when you submit - it should probably have an invalid config message.
