Are you referencing a particular function? I don't see in the case where
pg_client_encoding() is used.
Both general pg set statement TEIID-2080 and specific handling of encoding TEIID-1531 (via
the client_encoding property) have been addressed.

Resolution: Done
Added support for pg_client_encoding() which showed that at least for the jdbc client
calling "set client_encoding ..." was ineffective unless a parametermessage was
sent back. So it's likely that non-init setting of client_encoding may not be working
properly in older branches.
The changes here are quite large and contain several minor refactorings, which could be
left out for a more targeted fix to older branches.

one of our kits, not the one installed on RHEL.

No worries. We've got better support moving forward then. Also this does fix
non-init sets of the client_encoding, so that's good to know should it come up against
7.7.
