As I mentioned before, I don't like the way 3.1.1 is phrased, but we can
fix that for the final release.
On the other hand, InterceptorBinding must be fixed now: it's not in the
javax.interceptor package. It should go in javax.enterprise.inject.

+1. I agree with Gavin that the best place for the interceptor binding
is in javax.interceptor.
