HV-2191 Avoid reflection in PlatformResourceBundleLocator
We are now targeting Java 17+ and Google App Engine has evolved a lot
and doesn't have the limitations it had back in the days so we can drop
the reflection calls from here.
Noticed while looking at a flamegraph.
