HHH-20720 Copy @InterceptorBinding annotations for all repository types, not just
@Repository
Previously, inheritedAnnotations() only copied annotations with
@InterceptorBinding (such as @Transactional) to the generated
implementation class when the interface was annotated with Jakarta
Data's @Repository. Quarkus Data repositories without @Repository
were excluded, so @Transactional on their methods was silently lost.
Widen the check from isJakartaDataRepository()/jakartaDataRepository
to isRepository()/repository so that all processor-generated
repository implementations inherit interceptor binding annotations.

HHH-20720 Guard inheritedAnnotations() on CDI availability and rename
addDependentAnnotation to isCdiAvailable
The inheritedAnnotations() methods that copy @InterceptorBinding
annotations (such as @Transactional) to generated repository
implementations now also check that CDI is on the build path
(jakarta.enterprise.context is present). Without this guard, the
annotation processor would attempt to copy interceptor bindings even
when CDI is unavailable, which is pointless.
Rename Context.addDependentAnnotation()/setAddDependentAnnotation() to
isCdiAvailable()/setCdiAvailable() to better express the intent of the
flag across all its call sites.
