Don't look at the last test builds but at the trends in the graphs.
look at this specific module, even ignoring the number of failures,
the total number of executed tests seems to vary between 58 and 237 :

Other modules have less dramatic changes, but still not stable. The
other module I linked to was to show a stable one, in terms of
variations of number of tests (ignore failures).

Those are different modules though. What about overall? One
explanation could be that an entire module fails to build so its tests aren't counted
in the overall count.
