using drools examples
StateExampleUsingSalience.drl
when ... State. only shows (), null
doing the same in
then... State. shows class, this, FINISHED, NOT_RUN
because in many cases tests in the LHS are against constants it would be good to show them

Just one TCLFilter can be added to an appender, decide method return either ACCEPT or DENY.
Should return NEUTRAL is some case.
