Resolution: Done
Resolved the underlying maven issue (MSOURCES-13). Once the maven source plugin is
released, the app server build will no longer fork.
Look into why the enforcer is running twice in the app server build.

The enforcer rules seem to be running twice for each module build. The build might be a
little faster if this only ran once.
Also the source jar gives a warning about a forked lifecycle.
