For Socket.setReuseAddress() to do anything it needs to be invoked before the socket is
bound. Creating a socket with new Socket(host, port) automatically binds it, so there is
no way to do it
protected Socket createSocket(String address, int port) throws IOException
{
return new Socket(address, port);
}
needs to be changed to use the default constructor, invoke setReuseAddress() and then
bind().
