Requires non-backwards-compatible changes to AS for this one, so we'll push off until
there's a good working replacement for the legacy impl (which will require patches to
AS anyway).

It would be nice to have the old legacy bootstrap API in its own package namespace - so
it doesn't pollute the new one.
That way sub-systems using different versions can share the same implementation JAR
files.
