that was a tricky one. Yet more evidence of the evils of mutable state. Switched it to use
"closures" and a more functional approach. Much better.

When I create a rule and save it I'm asked for a commit comment. It then shows up on
the right side as a "Note".
When I save it again, the version gets incremented, however the new comment does not show
up.
