Seems like after some content reorganizations at http://www.jboss.org file jboss-portlet_2_6.dtd is not available anymore. If you try to put http://www.jboss.org/portal/dtd/jboss-portlet_2_6.dtd into you browser address field and press "enter", then the URL being forwarded to http://www.jboss.org/file-access/default/members/default/freezone/dtd/jbo... and you will see the message: "Sorry, you don't have access to this resource ".
