rule "X" extends "Y"
is accepted even if no rule "Y" is available. "X" will be created with
local conditions and actions only.
This is extremely dangerous and very difficult to debug in two cases:
- rule "Y" exists but is in a different package (not supported)
- rule "Y*" exists and "Y" is a spelling mistake
