Basically the execution-server isn't polling Guvnor-server for changes to rule
resources...only way to trigger a refresh is to touch the deployment descriptor - which is
a dirty hack && takes the service down for a few moments.
It would be fantastic to get this implemented in the otherwise excellent execution server
