In other words, put deployments on its own screen and put server group assignments on another screen with a table of server groups that are edited like most of our other subsystems. There is another jira (AS7-2373) where they say it's unclear that "Assign to Group" assigns to the currently selected server group tab. So I thought I would just pop up a list of checkboxes and allow assignment to multiple groups at once anyway.
