Gavin, I've just discovered the source of this problem. I use part of Fer's maven seam "profiles" and didn't upgrade it, so on my classpath there was an alternate components.xml with core:microcontainer. You need to use <core:init transaction-management-enabled="false"/> to get the old default behavior. I need to add that to the migration guide.
