I'm assuming you're trying to access JBM from a Servlet being running with the version of JBoss Web that comes bundled with JBoss AS. If you're not using that, I'd ask why you don't just use that! JBM currently only supports Java clients natively. Non Java native client support is scheduled sometime after 2.0. You may be able to use StompConnect though in the mean time.
