Two things. First, rename your file to datasource-ds.xml. The '-ds.xml' suffix is what the deployer uses to recognize a data source description file. Second, in you datasource-ds.xml file, the outer level should be < datasources > (maybe you have that but it did not show up in the post since you didn't bracket the file contenst with [ code ] ...
