Thinking of it a little bit more, I think a more passive behavior when setRollbackOnly is
used would be better, since when invoking it in the transaction manager still allows you
to do anything, just the commit will fail.
This behavior is also considered at least in JAIN-SLEE, where you can read and set any
state, it just won't be committed.
