The twiddle tab wouldn't be under window -> preferences. It would be under your server configuration. To find your server launch configuration, double click your server in the view to open the editor, and then click on the launch configuration hyperlink. There may or may not be a twiddle tab there for you. If there isn't you'll just have to wait for the next release.
