There is actually unofficial support in Seam for this - access a css file with the path

/yourapp/seam/style/path/from/view/root/to/style.css and it should be EL interpolated.

http://jira.jboss.com/jira/browse/JBSEAM-2431 is the issue to tidy this up and document
it.
