I've tracked this down a bit more. I was setting up an exploded webapp directory in the 'default\deploy\jbossweb-tomcat55.sar\server.xml' file. It looks like it wasn't using the login config when I did that. When I put the war file into the deploy directory, things work fine. So, I'm going to look this up, but does anybody have a link to setting up an exploded directory? I have been working in development on a tomcat instance for a long time because I couldn't get the exploded directory to work (its all coming back to me now).
