When 

  | commitOrRollback(phaseId);
  | 

is called, it's actually doing a rollback instead of a commit.  Does doing a rollback
would cause this strange behaviour then?

It looks like RollbackInterceptor is doing a rollback, since a ValidationException is
thrown.
