I got exactly the same problem when moving from 4.0.2 to 4.0.4. Did anybody get it to work using the link provided by Scott? It seems the issue is not really related to the contents of the log4j.xml or log4j.properties, but rather to a failure to reach the contents of the file(s) when your application is deployed.
