Yes you can and the mechanisms are the same as for plain JSP pages (think about it - JavaScript is run by the browser and all the browser knows is that it has an HTML page, it has no idea what software was used to generate the page). However, have you tired to manually change the font size for portal pages? The results are fairly ugly because some things, like the navigation tabs, are not automatically resized.
