Default page always comes first no matter what you do. For the rest of the tabs to go with your ordering, what I did is I prefixed them with the number of appearance. For ex: 2_Support, 3_Network, etc. And I defined the Display names to be Support and Network respectively. The tab rendering goes with the page name not the display name.
