Not sure I follow you ... however, *if* you are just trying to have multiple resource bundles, that process is documented at http://docs.jboss.com/seam/latest/reference/en/html/i18n.html. Perhaps you are stating that you are not seeing the key-value pairs inside your resources.countries_en.properites file? If so, and assuming an english locale mapped to 'en', and assuming your file is located at in your root directory of your classes, you should be fine. Maybe you should grab one of the Seam sample apps and try adding in your resource bundle to see if you can reference it there.
