I usually get this error: org.jboss.security.auth.login.ParseException: Encountered "<?xml" at line 1, column 1. If the XML file in questions has been edited with an editor that placed Unicode marking characters in the first two bytes. These characters (hex FFFE or hex FEFF) identify if the file uses high-order byte first or last in multibyte characters. Getting rid of those characters fixes the problem.
