Which version of JBoss Portal are you using? My experiences with 2.4.x and 2.6.x are that if the page has restricted access, then the tab shows up only for users who have access rights. Also, when posting XML, remember to enclose your XML text in UBBCode "code" tags - you can do this by selecting the XML text and clicking the Code button above the editor window.
