Are you saying that you want to use workflow within porltets you are developing? In that case, you need to read the jBPM docs at http://www.jboss.org/jbossjbpm/jbpm_documentation/, most notably the jPDL document. You need to provide your own workflow for your own porltets. Or are you asking about packaging?
