I basically started with a fresh machine and redownloaded everything, JBoss AS, JBoss Portal, JDK, Oracle JDBC and that is what ended up making it work. The old server that I was trying to get working was a development machine and I think that probably someone made a modification for a project at one point and when I dropped in JBoss Portal in it didn't like whatever they did.
