When you run with -b 0.0.0.0, are you getting any errors?

At the end of the console output, a few lines before the "Started in xxx
seconds" message, do you see a line like:

12:40:53,155 INFO  [Http11Protocol] Starting Coyote HTTP/1.1 on http-0.0.0.0-8080

Are the ports open in your firewall?
