Since it's the AbstractTopLevelClassLoaderSystemDeployer that does this in AS5 --> VFSTopLevelClassLoaderSystemDeployer, and its stage is CLASSLOADER. Currently used by WarClassLoaderDeployer (although soon to be depracated -- see top comment in this class).
