it looks like you did all that is needed for the portal setup. The exception states that your database is simply not accessible using given adress/port. I remember I had similar issues with enabling tcp/ip access when I setup sql2005. But I don't remember the solution at the moment and don't have possibility to check it currently. Try to google and check in docs - it should be there as it is known issue. Download NetBeans or JDeveloper and check if you can access database from the IDE - it's easier to setup and check like this than trying with app server all the time.
